Question: Any way to find out if the thousands of dollars and hours spent on various training activities actually works.

Answer: Measuring program results, effectiveness, and efficiency is part of auditor's responsibilities. This is what we refer to as "Performance Audit".  Given the limited resources within the Audit Department, we have to prioritize different jobs based on input from all stakeholders. All these efforts result in the adoption of Audit Plan, under the subsection of Performance Audit Projects.

In order to determine if resources spent on training activities actually works, we have to narrow the scope, such as the specific programs we would like to review, and we can always develop a methodology to assess the program results. 

As requested, we can amend the Audit Plan to incorporate this new project.
